1. First test your tablet with Krita, Medibang or Clip Studio Paint to check if pressure is working and it's not actually a hardware fault.

2. Open Ugee driver and enable or disable Windows Ink and test with your Photoshop brush.

3. If step 2 does not work, you may need to use WinTab functionality.

Created a text file with the following:

Save the text file as PSUserConfig.txt into this location:

C:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 20XX\Adobe Photoshop CC 20XX Settings\

Restart Photoshop and test again.
