I haven't the time to review this book yet. It's 288-pages thick and filled with tutorials. It will take some time for me to go through everything.
My first impression tells me it's as good as volume 1 of Digital Painting Techniques.

I have the first one and it is really good (bought it after your review :) ) and this one is looking even better so i would say it's a safe bet.
